Πτυχιούχος Μηχανικός Βιοϊατρικής με μεταπτυχιακό δίπλωμα στα Ιατρικά Ηλεκτρονικά και Φυσική από το Queen Mary College, University of London. Κάτοχος MBA και διδακτορικού τίτλου στη Διοίκηση και Οικονομία της Υγείας από τη Σχολή Κοινωνικών Επιστημών του Ελληνικού Ανοικτού Πανεπιστημίου.

Επαγγελματική εμπειρία 25 ετών στην Κεντρική Υπηρεσία του Εθνικού Κέντρου Άμεσης Βοήθειας (ΕΚΑΒ) καθώς και σε άλλες υπηρεσίες του Υπουργείου Υγείας. Υπηρέτησε για τέσσερα χρόνια ως κοινός Διοικητής του Γενικού Νοσοκομείου Αττικής «ΚΑΤ» και του Εθνικού Κέντρου Αποκατάστασης.

Διδάσκει τα τελευταία 20 χρόνια σε προπτυχιακά και μεταπτυχιακά μαθήματα στη Διοίκηση Υπηρεσιών Υγείας και στα Οικονομικά της Υγείας στο Ελληνικό Ανοικτό Πανεπιστήμιο, στο Εθνικό και Καποδιστριακό Πανεπιστήμιο Αθηνών, καθώς και σε άλλα πανεπιστήμια στην Ελλάδα και το εξωτερικό. Μέχρι σήμερα έχει επιβλέψει περισσότερες από 120 μεταπτυχιακές εργασίες.

Τα ερευνητικά του ενδιαφέροντα επικεντρώνονται στην οικονομική αξιολόγηση προγραμμάτων υγείας, στην αποδοτικότητα των φορέων υγείας, στη διοίκηση υπηρεσιών υγείας, στη βιωσιμότητα των συστημάτων υγείας και στη χάραξη πολιτικής υγείας. Έχει δημοσιεύσει πάνω από 100 άρθρα σε διεθνή επιστημονικά περιοδικά με κριτές, τα οποία συνολικά έχουν λάβει περισσότερες από 5.500 ετεροαναφορές.
